    This paper was sent last week to the First Minister of Scotland, the 15 other Scottish Ministers, the 113 other Members of the Scottish Parliament, and other relevant officials and university professors. This week it will be distributed to the Scottish media, the UK media that is commonly watched/read in Scotland, and businesses which operate in Scottish seas.
